Limited local involvement in AI development sidelines critical regional expertise and exacerbates the democracy deficit. The lack of public participation in AI decision-making further widens this deficit. Governments often roll out facial recognition technology without consulting impacted communities, which particularly affects marginalized groups like the Indigenous Aeta in the Philippines. Without adequate data or input from these communities, they can be excluded from AI opportunities.

Moreover, biased data sets and algorithms risk exacerbating discrimination. The colonial history of the region and the continuous marginalization of Indigenous communities cast a deep shadow. Implementing automated decision-making without addressing underlying historical inequalities and considering the potential for AI to reinforce discriminatory patterns raises profound ethical concerns.

Regulatory frameworks in Southeast Asia are struggling to keep up with the swift pace of technological implementation. This leaves vulnerable ethnic and rural communities to deal with harmful AI errors without any recourse. To truly harness the benefits of AI, it is crucial for the development of robust ethical guidelines and regulations that address algorithmic bias and promote inclusivity.

As Southeast Asia continues its AI ascent, it is imperative to prioritize the identification and mitigation of algorithmic bias. This requires greater collaboration between stakeholders, including AI developers, policymakers, and impacted communities. By incorporating diverse perspectives and ensuring fairness in AI systems, Southeast Asia can achieve the true potential of AI while safeguarding against discrimination and marginalization.
